    Assemblyman calls state govt to stop political appointees in GLCs

    According to opposition lawmaker Izhar Shah Arif Shah (PN-Seberang Jaya), the practice of appointing political appointees in Penang’s government-linked companies (GLCs) should be abolished. He emphasized the need to stick to the principles of reform advocated by the Pakatan Harapan coalition, which aims to eliminate the practice of political rewards through appointments.

    He believes that appointing political representatives can be detrimental to the GLCs by making them a “cost center” rather than a “Profit Centre.” Izhar also highlighted the necessity of monitoring the funds allocated by the state government to ensure a projected return to Penang regarding agencies, GLCs, and statutory bodies.

    Under Chief Minister Incorporated (CMI) and State Secretary Incorporated (SSI), there are a total of 16 GLCs. Izhar stressed the need to monitor these GLCs and ensure that they operate with the lowest risk factor and are expected to deliver returns.

    Izhar expressed concern over the reliance of these GLCs on government grants and private sector contributions, describing it as highly unhealthy. He suggested that these GLCs could collectively contribute an estimated RM50mil to RM100mil annually to the state government and also act as a catalyst for the industry’s development.

    Another concern raised by Izhar is whether these GLCs have made any investments or engaged in business activities outside of Penang. He also proposed the appointment of experienced leaders or chief executive officers to oversee the GLCs and requested details of any rewards given to the Chairman and Board Members of all GLCs in the state.

    Overall, Izhar is advocating for a comprehensive approach and a focus on generating returns from GLCs, rather than relying on government grants and private sector contributions. He wants the GLCs to become a driving force for the state’s development and hopes to ensure professional leadership within these companies for their success.
