    Construction cost for ECRL stays at RM50.27bil, says Loke

    In a recent session at the Dewan Rakyat, Transport Minister Anthony Loke disclosed that the construction cost of the East Coast Rail Link (ECRL) project remains at RM50.27 billion. This project, spanning 665 km with 20 stations, will connect Kota Bharu to Port Klang and pass through Kelantan, Terengganu, Pahang, and Selangor.

    Loke highlighted that Malaysia Rail Link (MRL), as the project owner, is subject to the Land Acquisition Act (APT) 1960 for the lands involved in the ECRL project. Under this law, state authorities have the power to acquire land necessary for public development.

    He further mentioned that the Department of Director-General of Lands and Mines (JKPTG) will work alongside MRL to identify any remaining land that is no longer viable due to the land acquisition process carried out for the ECRL project.

    If the remaining land is less than 0.25 hectares post-land acquisition, it will be taken in full accordance with Section 8 of the Land Acquisition Act 1960. Compensation, known as ‘injurious affection and severance’, will be provided to landowners for lands that lose their profit value due to the acquisition.

    During the session, Datuk Seri Dr Ismail Abd Muttalib (PN-Maran) inquired about the final cost of the ECRL construction and the government’s plan to address the issue of landowners whose land can no longer be used due to the project. In response, Loke mentioned that the Property Valuation and Services Department (JPPH) will assess claimed losses and advise JKPTG on appropriate compensation amounts.

    Following this, JKPTG will offer the compensation amount, which must be paid within three months after MRL receives the recommended total. Landowners have the option to dispute the compensation by lodging a written appeal with the High Court within six weeks of receiving the offer.

    It is essential for all parties involved to abide by the legal procedures outlined to ensure fair and just compensation for land affected by the ECRL construction.
