    EU plan to ease farmers' fallow land requirement stalls on detail

    European policymakers are facing challenges in replacing the requirement for farmers to leave land fallow with a voluntary scheme, as detailed disagreements have caused delays in the process. Agriculture Commissioner Janusz Wojciechowski addressed the issue during a visit to Warsaw, acknowledging the frustrations of Polish farmers who have been protesting against various demands imposed by the EU, including restrictions under the Green Deal plan to combat climate change.

    The protests in Poland are fueled by concerns over competition from Ukrainian farmers, who have allegedly inundated the EU market with cheap imports, making it difficult for Polish farmers to stay competitive. Wojciechowski highlighted the delay in the publication of the European Commission’s proposal to revise the Common Agricultural Policy, citing disagreements over the timing of certain changes as the reason for the hold-up.

    Despite the delay, Wojciechowski assured reporters that the proposed changes would be announced shortly, addressing the concerns raised by farmers who have been calling for his resignation due to their opposition to current policies. The European Commission is keen on pacifying farmer opposition ahead of the upcoming European Parliament elections in June, where the far right, a group representing farmers’ growing constituency, is expected to gain traction.

    One of the key changes proposed includes replacing the mandatory crop rotation requirement for farms ranging between 10 and 30 hectares with a new scheme. Additionally, member states would have the option to exempt farms up to 10 hectares from certain environmental inspections, providing some flexibility in compliance measures.

    The agriculture commissioner’s visit to his native Poland comes amidst ongoing unrest in the farming community, as they continue to push for reforms that address their economic challenges and competition concerns.
