KOTA BARU: The state of Kelantan presented its 2024 Budget on Thursday (Nov 23), totaling RM1.61 billion with an estimated deficit of RM178.49 million. Despite being a deficit budget, Mentri Besar Datuk Mohd Nassuruddin Daud stated that it prioritizes projects or programs that promote the prosperity and well-being of the state and its people.

When tabling the budget at the State Assembly sitting, Mohd Nassuruddin explained that the state government proposed a division of the estimated breakdown of operating expenditure at RM1.15 billion (70.98%) and development expenditure at RM468.36 million (29.02%). The budget, themed “Kelantan Mampan Berkat Sejahtera”, focuses on five core areas – the empowerment of religion and education, people’s well-being, progressive economy, environmental conservation, and ihtirafi (professionalism in) governance.

He stated that the empowerment of religion and education would receive an allocation of RM208.92 million, people’s well-being RM375.61 million, progressive economy RM349.7 million, environmental conservation RM12.80 million, and ihtirafi (professionalism in) governance RM21.85 million.

Furthermore, the estimated state revenue for 2024 is expected to be RM967.25 million, consisting of tax revenue of RM224.94 million, non-tax revenue of RM364.05 million, and non-revenue receipts of RM378.26 million. This represents a decrease in revenue by RM15.89 million, or 1.62%, compared to the 2023 estimated revenue of RM983.14 million, according to Mohd Nassuruddin.

He also mentioned that land revenue is the largest contributor, accounting for 38.98% of the total revenue at RM377 million. This shows an increase of RM20.72 million, or 5.81%, compared to the 2023 estimate. Additionally, receipts from the Federal Government are estimated to be RM331.7 million, a reduction of 15.10% compared to the 2023 amount. Receipts from other sources will amount to RM99.93 million. – Bernama
