    Online system for waste management, public cleansing to cut approval time to 24 hours

    There is a new online system introduced by the Local Government Development Ministry that is expected to speed up licence approvals from 7 days to just 24 hours.

    The i-Lesen system aims to benefit around 9,000 licence holders in their application and approval process for six different categories of licences related to solid waste management and public cleansing.

    These categories include commercial, industrial and institutional collection licence; household waste collection licence; public cleansing licence; construction waste collection licence; long haulage licence; and disposal facility operations licence.

    Datuk M. Noor Azman Taib, the secretary-general of the Local Government Development Ministry, believes that the contactless transaction process through i-Lesen will save time and energy previously spent on physically being present at the ministry for licence holders.

    “Approval for the licence application will now take only 24 hours after payment is made through the i-Lesen system, as opposed to the previous 7 days it took when the application was done manually,” said M. Noor Azman during the launch of the national solid waste management and public cleansing digitalisation initiative at the ministry on November 9th.

    The payment through i-Lesen is processed via the Financial Process Exchange (FPX) in collaboration with 33 banking institutions and through Affin Islamic Bank Bhd.

    Dr Mohd Azhar Abd Hamid, the director-general of the National Solid Waste Management Department (JPSPN), explained that the i-Lesen system can be accessed through the ministry’s website and was developed in-house as a joint project between JPSPN and the Solid Waste Management and Public Cleansing Corporation (SWCorp).

    Since the enforcement of the Solid Waste Management and Public Cleansing Act 2007, jurisdiction over solid waste management and public cleansing services, including the granting of service licences, has been under the authority of the Federal Government.

    Mohd Azhar noted that 11,243 licences have been issued by the JPSPN from 2011 to 2023, and that, previously, the licence process was done manually. However, they have now embraced digital technology to benefit all parties involved.
