US imposes fresh round of sanctions over instability in Sudan

WASHINGTON (Reuters) – The United States has imposed sanctions on two companies, one based in Russia, and one individual for their alleged contribution to the instability in Sudan. This move comes as the ongoing conflict in Sudan has resulted in the death of thousands and the displacement of millions of civilians. The sanctions are part of a series of measures taken by the US government in response to the war that broke out between the Sudanese army and the paramilitary Rapid Support Forces in April. The conflict emerged over plans for a political transition and the integration of the RSF into the army, following the overthrow of long-time ruler Omar al-Bashir in 2019.

Brian Nelson, the Under Secretary for Terrorism and Financial Intelligence at the US Treasury Department, stated that this action is intended to hold accountable those who have hindered efforts to establish a peaceful and democratic solution in Sudan. He further declared that the US will continue to target individuals and entities that contribute to the conflict for personal gain.

The US Treasury has specifically targeted Ali Karti, the former foreign minister under Bashir’s regime, who has since become the leader of the Sudanese Islamic Movement. Karti is regarded as a key figure among loyalists and veterans of Bashir’s rule, who have aimed to protect their interests and regain influence following the 2021 coup by the army and RSF. Some Sudanese Islamists, including former intelligence operatives, have allied with the army in its fight against the RSF.

The GSK Advance Company, based in Sudan, and the Russia-based military supply company Aviatrade have also been hit with sanctions. According to the US Treasury, GSK has served as a procurement channel for the RSF. It collaborated with Aviatrade to arrange the procurement of parts, supplies, and training for drones that were previously acquired by the RSF. The RSF has maintained close ties with the United Arab Emirates and Russia.

Mostafa Mohamed Ibrahim, an advisor to the RSF, denied any connection between the force and the two sanctioned companies. Ali Karti and the Sudanese Islamic Movement were unavailable for immediate comment, as their current whereabouts remain unknown.

In a separate statement, US Secretary of State Antony Blinken announced that the US has implemented visa restrictions on individuals believed to be undermining Sudan’s democratic transition, including Sudanese Islamists, former officials, and individuals involved in human rights abuses. These recent sanctions build on previous measures taken against the deputy leader of the RSF and companies accused by the US of fueling the conflict.

The imposed sanctions freeze the assets of the targeted entities and individuals within the US jurisdiction and generally prohibit Americans from engaging in transactions with them. Individuals or entities that conduct certain transactions with the sanctioned parties also run the risk of being subjected to sanctions.
