    US Senator Graham says Ukraine aid depends on conditions, domestic issues

    KYIV (Reuters) – U.S. Senator Lindsey Graham expressed confidence on Monday that an aid package currently stalled in the U.S. Congress for Ukraine would soon be approved. However, he emphasized the importance of the aid being in the form of a low-interest, waivable loan. Graham stated his full support for extending aid to Ukraine but highlighted the need to consider U.S. domestic issues such as border security before passing the legislation.

    He, along with other Republicans, advocate for providing loans rather than grants to U.S. allies to ensure a more sustainable and popular expenditure. This approach was favored by former President Donald Trump, who is expected to run as the Republican candidate in the 2024 presidential election.

    “If you want aid to Ukraine, you better start talking to the American taxpayer. You better start talking to them about what’s going on. Thirty-four trillion (dollars) in debt,” Graham stated during a news conference following his meeting with President Volodymyr Zelenskiy.

    Graham suggested the possibility of offering a loan that is waivable without interest, which Ukraine could absorb. He believed President Zelenskiy would welcome receiving weapons in any way possible.

    President Joe Biden has urged Congress to support a bill that would allocate an additional $60 billion in aid for Ukraine. Although the bill has been passed by the Democratic-led Senate, it still requires approval from the Republican-led House of Representatives to become law.

    The leaders in the lower chamber, who have been hesitant to allow a vote, are closely aligned with Trump.

    Zelenskiy, in his evening video address, disclosed that he updated Graham on the current situation on the battlefield, where Russian forces have recently made some gains. However, the front lines have remained relatively unchanged for several months.

    While Zelenskiy did not mention the aid package or loan proposal, he noted that their discussions revolved around “further cooperation and support for Ukraine.” He stressed the importance of acting with foresight and effectiveness to ensure the freedom and security of free nations.

    Graham, a Republican from South Carolina, expressed optimism regarding the House’s endorsement of the aid package. He indicated that 70% of Republicans in the Senate understand the necessity of assisting Ukraine, along with a similar proportion in the House.

    However, he acknowledged the domestic concerns about border security, stating, “We have to, as political leaders, address our own people too.” Graham proposed a non-interest, waivable loan as a sensible solution and revealed that he had discussed it with House Speaker Mike Johnson before his trip.
