    Zelenskiy says elections could happen under fire if West helps

    KYIV (Reuters) – Ukrainian President Volodymyr Zelenskiy has responded to calls by a US senator to announce elections in 2024, stating that voting could potentially occur during wartime if certain conditions are met. Zelenskiy explained that partners would need to share the costs, legislators would need to approve, and everyone would have to participate in the elections.

    Currently, Ukraine cannot hold elections under martial law, which must be extended every 90 days and is set to expire on November 15. This falls after the normal date in October for parliamentary polls but before the typical March 2024 schedule for presidential elections.

    The visit of top American legislators to Kyiv on August 23 included Senator Lindsey Graham, who applauded Kyiv’s efforts against Russian President Vladimir Putin. However, Graham also emphasized the importance of Ukraine demonstrating its differences by holding elections during wartime.

    In a television interview with Natalia Moseichuk from the 1+1 Channel, Zelenskiy discussed this matter with Graham, including issues related to funding and the need for legislative changes. Zelenskiy stated that he provided a quick and straightforward response to Graham, which pleased the senator as long as Ukrainian legislators were willing to support the idea.

    Zelenskiy mentioned that holding elections in peacetime costs approximately 5 billion hryvnia ($135 million). However, he admitted uncertainty about the expenses during wartime, but stated that financial support from the US and Europe would be necessary.

    Regarding funding, Zelenskiy clarified that he would not divert money from weapons to elections, as it is prohibited by law. He also highlighted the importance of election observers being present at the frontlines to ensure legitimate elections that are recognized by both Ukraine and the international community.

    Zelenskiy expressed Ukraine’s need for assistance in establishing additional voting access for millions of overseas citizens, particularly from the European Union. He stated that there is a solution to this challenge and confirmed his readiness to address the issue.

    Senator Graham, a Republican, conveyed during a briefing with Senators Richard Blumenthal and Elizabeth Warren, both Democrats, that they would advocate for the continued supply of weapons to Ukraine to aid in their warfare against Russia. However, he stressed the simultaneous need for a free and fair election in Ukraine despite the ongoing conflict.

    Zelenskiy expressed his belief that those fighting against Russia’s invasion should have the opportunity to participate in the elections. He deemed it unfair to deny them this right solely due to the existence of a war. Zelenskiy previously opposed holding elections solely because of the conflict.
