KLANG: Shahman Jalaludin, the Klang district officer, mentioned that numerous steps have been taken to address floods in the area since 2022.
He highlighted the proactive approach of relevant departments and the regular meetings of the district disaster committee held two to three times a year.
Shahman emphasized that the flood mitigation task force closely monitored flood-prone areas to ensure proper maintenance was carried out.
Referring to the Auditor-General’s Report 2022, he stated, “We have learned from past incidents like the significant flooding in 2021 and have implemented necessary measures.”
The report criticized flood mitigation projects conducted by various agencies including the Selangor Drainage and Irrigation Department, Klang Municipal Council (now the Klang Royal City Council), and the Shah Alam City Council.
It noted that flood mitigation projects in Klang had only achieved a 50% success rate and identified shortcomings such as overpayment to contractors, inadequate management of drainage systems, non-gazettement of catchment ponds, lack of coordination among agencies, and the absence of written inspection reports.
Shahman emphasized the importance of submitting written reports after every inspection conducted by the Klang district office.
He stated, “These reports are essential for taking necessary actions and monitoring the issue closely.”
According to Dr. Tey Nai Peng, an academic at a public university, frequent audits could help prevent financial mismanagement and operational issues.
He suggested conducting audits at least once every six months, both externally and internally, and assigning internal audit departments of relevant agencies to prepare and submit reports.
Dr. Tey also proposed holding individuals involved in projects and work implementation accountable at all levels to ensure proper oversight.
He recommended imposing penalties, demotions, or even dismissal on those found responsible for any irregularities.
Zaireezal Ahmad Zainuddin, the director of the environmental services department at the Klang Royal City Council (MBDK), mentioned the extensive maintenance work carried out by the council and other agencies in 2023.
He affirmed, “I will review all the reports and compare them to the Auditor-General’s Report for further action.”
