    Amendments to universities Act to be tabled in Dewan Negara next month

    PUTRAJAYA: The Universities and University Colleges (Amendment) Bill 2023, recently approved by the Dewan Rakyat, is set to be presented in the Dewan Negara next month. The Higher Education Ministry (MOHE) announced that after the second and third reading by Higher Education Minister Datuk Seri Dr Zambry Abd Kadir (pic), the bill received unanimous approval from the Dewan Rakyat.

    This significant bill is anticipated to pave the way for the successful implementation of the student empowerment agenda, marking a pivotal moment as the Universities and University Colleges Act (Auku) undergoes necessary amendments to enhance the standing of public university students. The MOHE stated that these amendments are a direct result of extensive consultations with student leaders dating back to 2021.

    In a statement released on Tuesday (March 19), the MOHE emphasized that this amendment reflects the government’s commitment to restructuring the organizational framework and rejuvenating the student movement to align with their evolving level of maturity and responsibility.

    The Universities and University Colleges (Amendment) Bill 2023 specifically targets six key provisions within the act, aiming to enhance governance practices and streamline management, especially pertaining to student activities and discipline. One notable change is seen in the amended Section 15A, which now permits student representative councils and student bodies to raise funds and receive contributions through various channels, as long as they comply with existing regulations and laws.

    Another significant amendment introduced in Section 16B is the transfer of disciplinary authority from the vice-chancellor to the student disciplinary committee, aligning with the current disciplinary procedures followed in public universities.

    As the MOHE continues to emphasize student-centric reforms and initiatives, the passage of this bill is a testimony to the government’s commitment to fostering a conducive and empowering environment for higher education institutions.
