    Azalina: Govt mulling new act to impose civil penalties on those playing up 3R sentiments

    KUALA LUMPUR: The government is considering the introduction of a new act to penalize individuals who exploit sentiments related to race, religion, and royalty, according to Minister in the Prime Minister’s Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said. She mentioned that this new act, potentially named the ‘State and Nation Act’, would be similar to Singapore’s Maintenance of Racial Harmony Act but tailored to the Malaysian context.

    Currently, offenses involving the 3R issue, as it is commonly referred to, are investigated under the Sedition Act 1848. However, this act primarily focuses on criminal offenses, resulting in prolonged prosecution processes due to legal procedures. Azalina explained, “So, I said maybe we need to evaluate it in the element of positivity…such an act that is proposed is punitive. It means that if one violates it, he or she will be fined. That is easier to solve or convict.” She revealed this information to reporters after participating in the ‘Malaysia Di Ambang PRN 2023’ forum at Menara Dato Onn on Wednesday (July 12) night.

    Azalina informed that the Cabinet had received the proposal for the new act on Wednesday and responded positively. The existing challenge lies in situations where social media is used to amplify 3R sentiments without solid evidence. The introduction of this new act would provide a solution to the increasing prevalence of the 3R issue in recent years, ensuring better fulfillment of the future generation’s needs.

    In the meantime, Azalina, who also serves as Umno’s information chief, highlighted the French Court of Appeal’s rejection of the enforcement of a partial award to the Sulu Group. According to her, this decision proves the stability of the Madani Government. She stated, “The Sulu case cannot be won (by the Sulu Group) if the government is stable. They took advantage. They are not stupid. They know that if the prime minister changes, sometimes the attorney general changes, they take advantage.” Azalina emphasized that political stability plays a crucial role in safeguarding the country’s peace, economy, and the implementation of the people’s agenda.

    Additionally, Education Minister Fadhlina Sidek commented on the ministry’s efforts to introduce early exposure to political literacy among the youth through curriculum and programs. By providing young people with knowledge about their rights as citizens, the ministry aims to shape a generation that is politically aware. Fadhlina stated, “Our current focus is on those who can already vote in the context of the Education Ministry’s segment, (those in) Form Six, matriculation and so on, they have been exposed to the curriculum.” – Bernama
