The Security Offences (Special Measures) Act 2012 (Sosma) is being reviewed to potentially allow for bail for detainees, according to Deputy Minister in the Prime Minister’s Department (Law and Institutional Reform), Ramkarpal Singh. Efforts to improve the Act are said to be almost complete, with several engagement sessions held with stakeholders including the Home Ministry, the Royal Malaysia Police (PDRM), the Attorney-General’s Chambers, and family members of Sosma detainees. The recommendations received will soon be presented to the Cabinet.
While the act is not set to be repealed, improvements are being considered, which may include allowing bail for Sosma detainees. Currently, bail is only available for juveniles, women, or individuals who are sick or infirm, subject to court discretion. Ramkarpal explained that the improvements to Sosma will be implemented gradually.
Back in February, Home Minister Datuk Seri Saifuddin Nasution Ismail stated that the Unity Government did not intend to repeal Sosma, but rather make improvements to it. The reason behind this decision is that the Royal Malaysia Police still requires the law to swiftly respond to potential threats and maintain public safety.
During a speech, Ramkarpal emphasized the importance of unity and called on the members of the Legal Affairs Division (BHEUU) to strengthen their bonds of brotherhood and mutual respect. He referred to the concept of Madani Malaysia, which promotes unity. As part of the National Day celebration, BHEUU organized various activities such as a flag-raising ceremony, independence talks, and a visit to the Declaration of Independence Memorial in Melaka.-
