Universiti Teknologi Mara (UiTM) suffered losses of RM58.57mil primarily due to delays in initiating compensation claims against scholarship holders who violated their contracts, as stated in the Auditor-General’s Report 2021.
The report, which examined audits conducted from 1999 to 2022, revealed that 259 scholarship recipients did not complete their studies within the designated period, resulting in potential losses amounting to RM52.34mil.
The report also highlighted that the university faced a potential loss of RM51.08mil in unclaimed compensation. Additionally, RM1.26mil from 20 defaulters could not be claimed due to the Limitation Act 1953, while another RM6.23mil from contract-breaching debtors had to be written off.
As of December 31, 2021, the university had not received approval from the Human Resources Career Development Committee to initiate compensation claims totaling RM42.63mil against 201 scholarship holders who breached their contracts.
In a separate issue, the report disclosed weaknesses in the recording, monitoring, and enforcement of rental collection that resulted in a revenue loss of RM12.84mil for the Railway Assets Corporation (RAC).
The report revealed that RAC failed to collect rental income of RM170,474 from 12 tenants, including 10 sole proprietorships, one partnership, and an agency.
Furthermore, the report disclosed that 54 rental offer letters (STS) were returned by tenants without corresponding rental agreements.
Consequently, RAC was unable to collect RM12.67mil in property rental as of December 31, 2021, based on the 54 returned STS.
