    RM1.5mil allocated by Local Govt Ministry for Kuala Kangsar housing project completion

    The Local Government Development Ministry has allocated RM1.5mil to complete the project to upgrade the sewage treatment plant (STP) and related works at the Taman Mayang Phase 2 project site in Kuala Kangsar. The project has been abandoned since 2018. According to Deputy Minister Akmal Nasrullah Mohd Nasir, the project, which consists of 65 units of two-storey terrace houses and 22 units of two-storey semi-detached houses, has reached 95% completion. However, it failed to obtain the Certificate of Fitness for Occupation (CFO) and the Certificate of Completion and Compliance (CCC). The existing STP did not receive support and certification from Indah Water Konsortium when the developer failed to upgrade the plant due to financial and technical problems. To address this issue, the allocation for the rehabilitation of abandoned housing projects under the Budget 2023 initiative will be used to upgrade the plant. The aim is to ensure that the entire project receives a CCC or CFO.

    The Perak government and the Kuala Kangsar Municipal Council have been appointed as implementing agencies to monitor and complete the STP upgrading work and other related works at the project site. The project commenced in 1999 and should have been completed in 2004. The developer’s temporary license has been terminated, and the project is now being handed over to the local government. As of June 30 this year, there are five abandoned housing projects out of a total of 114 projects recorded for Perak. These projects involve 365 housing units and 298 affected buyers. The sick and abandoned private housing project task force team will continue to intensify efforts to monitor and restore abandoned, sick, and late projects nationwide.

    The government is currently reviewing the Housing Development (Control and Licensing) Act 1966 (Act 118) to improve the management efficiency of the housing industry as a whole. This includes addressing the issue of abandoned and problematic housing projects. The National Association for Abandoned Property Owners (Victims) has also called for a review of the Housing Act, which they believe is weak and out-of-date and contributes to the occurrence of abandoned and problematic housing projects.
