Sabah has launched a 17-year energy roadmap called the Sabah Energy Roadmap and Master Plan 2040 (SE-RAMP 2040). The roadmap aims to meet Sabah’s immediate power needs by 2030 while transitioning to becoming a carbon-neutral state. SE-RAMP 2040 includes short-term plans to diversify energy sources, as the state currently relies heavily on natural gas. It also focuses on developing renewable energy to help reach the nation’s carbon neutrality goals by 2050.
Chief Minister Datuk Seri Hajiji Noor officially launched the roadmap at Menara Kinabalu in Kota Kinabalu on September 19. Hajiji stated that SE-RAMP 2040 will address both near-term energy security needs and long-term resilience of the energy industry. The roadmap outlines the state’s direction and strategic initiatives, preparing for the state government to assume regulatory powers for electricity and renewable energy supply from the Federal Government in January.
Hajiji affirmed the state government’s commitment to implementing SE-RAMP 2040 systematically and effectively. As part of the masterplan, the Chief Minister will lead the Sabah Energy Council, which will oversee and provide guidance on the implementation of short-term, medium-term, and long-term initiatives.
The objectives of SE-RAMP 2040 include ensuring reliable power supply with equal access and comprehensive coverage at an affordable price. Hajiji mentioned that the roadmap complements the National Energy Policy launched last year, as well as the National Energy Transition Roadmap 2050 (NETR) unveiled in August this year.
Formulated by the Energy Commission of Sabah (ECoS), SE-RAMP 2040 incorporates various strategies and initiatives to address the energy “trilemma” of security, affordability, and environmental sustainability. The government aims to resolve the long-standing power supply issue in Sabah and prioritize basic infrastructure needs such as electricity and water supply under the Hala Tuju Sabah Maju Jaya investor-friendly policy. Hajiji also expressed that SE-RAMP 2040 will facilitate increased electricity supply for the industry and attract more investors to drive economic growth and job opportunities.
ECoS CEO Datuk Abdul Nasser Abdul Wahid revealed that SE-RAMP 2040 will employ 16 strategies to enhance energy security, accessibility, and sustainability. Some of these strategies include maintaining a sufficient reserve margin in energy generation, utilizing a diversified fuel mix, and implementing new energy sources and technologies.
