The Johor government will prioritize the repair and upgrade of the sewerage treatment plant (STP) at the Eastern Dispersal Link (EDL) apartment blocks in Johor Baru. State housing and local government committee chairman Datuk Mohd Jafni Md Shukor stated that the state has allocated RM25mil for upgrading the amenities at the apartments from 2022 to 2024. He mentioned that the upgrading works were divided into two phases, with the STP not initially being a priority. However, due to complaints from residents regarding the project’s delay, the state government decided to allocate funds to expedite the process. The completion of the STP is now expected before 2024.

Mohd Jafni revealed that as an interim measure, the Public Works Department has issued an immediate cleaning notice to Kumpulan Prasarana Rakyat Johor (KPRJ) Builders Sdn Bhd. Cleaning the STP will be conducted at least every three months while waiting for the long-term project to be completed. He also mentioned that he had discussed the matter with Johor’s works, transportation, and infrastructure committee chairman, Mohamad Fazli Mohamad Salleh, to fast-track the upgrading project.

In addition, Mohd Jafni noted that the residents have not fully established their joint management body (JMB), which is responsible for collecting maintenance fees for the strata scheme. To address this, the Johor Baru City Council and the State Economic Planning Division (BPEN) will assist the residents in establishing their JMB. He emphasized the residents’ obligation to take responsibility for the amenities, especially payment for maintenance fees. Without a JMB, fees cannot be collected from property owners.

The apartment blocks consist of a total of 2,720 housing units across four sections: Pangsapuri Desa Jaya (320 units), Pangsapuri Desa Dato Hajah Hasnah (1,120 units), Pangsapuri Desa Melayu (640 units), and Pangsapuri Desa Belantik (640 units). These blocks accommodate a population of over 10,000 individuals.

Last year, StarMetro reported that Johor Mentri Besar Datuk Onn Hafiz Ghazi had appointed KPRJ Builders as the main contractor for repair works on the apartment blocks. The repair works include fixing the sewerage treatment plant, electrical system, wiring, as well as the mechanical and safety systems, which encompass the fire prevention system and lift operations.
