    ‘Streamline invoice system for auto repairs’

    The Domestic Trade and Cost of Living Ministry is being urged to implement a unified invoicing system for all auto repair workshops in the country, in line with new regulations. Alsagoff Garage owner Syed Hussein Alsagoff has highlighted the presence of thousands of workshops with different invoice forms that don’t comply with the Consumer Protection (Workshops Information Disclosure) (Amendment) Regulations 2022. He suggests that the ministry should consult with workshop associations before introducing the new system, making it easier for customers to understand what to expect after the service is provided. He emphasizes the importance of providing customers with detailed information about the spare parts used.

    Instead of using written documents, customers should have the ability to choose the specific parts they want and access relevant details in the system before the service is provided. Soft copies of receipts should be available for download or future reference. Syed Hussein also points out that the new regulations will raise the cost of services provided by workshops, as all workers will need to obtain certification. This will require additional funds and may result in reduced manpower or temporary closures.

    Meanwhile, AKG Autoworks owner Azreen Men believes that the new regulations will encourage workshop owners to hire local workers instead of foreigners. This will ensure that only qualified and certified individuals handle vehicles at workshops, improving the standards and reputation of these establishments. Men sees this as a positive move in terms of protecting customer rights and enabling them to choose their preferred service providers. Additionally, AKG Autoworks offers a Practical Assessment Centre-Recognition of Prior Achievements (PPA-PPT), allowing workers with skills but without certification to obtain the necessary qualifications through the Skills Development Department (JKM).

    The Consumer Protection (Workshops Information Disclosure) (Amendment) Regulations 2022 was initially set to be enforced last year. However, the ministry extended a one-year grace period for workshop operators to comply. After engaging with industry players, the amendment was gazetted on June 22, 2022. The enforcement deadline was then postponed from July 1, 2022, to July 1, 2023, to provide adequate time for affected parties to prepare for the changes.
